 Domestic public finance

​​This module reports information on domestic public finance aimed at mitigation and adaptation actions in Colombia. It includes information on national, state, and municipal budgets and other domestic public financial resources. Information sources for this module include the Integrated System of Financial Information (SIIF) and the Single Territorial Form (FUT). Additional sources of information may be added in the future.

Steps to estimate domestic public finance

Steps

Step 1. Definition of the territorial scope of analysis and relevant entities

As a first step we identified the territorial scope of public spending (national, state, municipal, etc.). We then identified relevant public entities in Colombia whose actions may have an impact on climate change. To determine this we asked the following questions:

Does the entity's mandate entail the development and/or implementation of climate change actions?
Is the entity responsible for the design, implementation, and/or monitoring of plans and policies associated with climate change?
Is the entity responsible for managing public spending? ​​


Step 2. Data collection

Second, we analyzed the following databases to estimate public expenditure associated with climate change:

Integrated System of Financial Information (SIIF): The SIIF is an initiative of the Ministry of Finance and Public Credit that allows the nation to consolidate the financial information of the entities that make up the national general budget. Additionally, it controls the budget execution and financial management of the entities belonging to the national central administration and its decentralized subunits. Its objective is to promote greater efficiency in the use of national resources and provide timely and reliable information. Through the SIIF, the system obtained information of the entities that make up the national general budget, which includes, among several others, the Autonomous Regional Corporations (CAR), the public corporate bodies responsible for managing within the area of their jurisdiction the environment and natural resources and for ensuring the sustainable development of the country.

Information System of the Single Territorial Form (SISFUT): The SISFUT is an information tool developed by the Direction of Sustainable Territorial Development of the National Planning Department (DNP). It seeks to facilitate the use of public expenditure data reported by the territorial entities. Regulatory entities consult the SISFUT to review the expenditure of territorial entities in Colombia.


The estimations of total public expenditure in climate change mitigation and adaptation actions (see step five) are from information sources reporting investment expenditure, a type of public expenditure that comprises investments in assets or services that are likely to generate revenues, or that are translated into lasting goods, also called capital. This is because mitigation and adaptation actions are expected to generate revenues and/or translate into lasting goods or services. It is possible though that a portion of the estimated amount of public expenditure in climate change covers administrative, technical, and operational activities (operating expenditure).

Step 3. Systematization of the information

Once the relevant information is compiled, it is reviewed and organized to ensure it is consistent and comparable. The domestic public data was categorized by the name of the action, type of action, sector and sub-sector, year of execution, institution executing the public expenditure, amount in Colombian pesos, amount in US dollars, territorial scope, financial instrument, source of information, and use of the resources.

Step 4. Assessment of the information

Once systematized, the information is assessed against four methodological criteria ​that categorize actions into actions explicitly addressing climate change mitigation and/or adaptation (criteria 1) and actions that are associated with mitigation and/or adaptation to climate change (criteria 2-4). The latter consists of actions that generate positive climate change mitigation and adaptation outcomes, regardless of whether the purpose of the action was explicitly related to climate change. The criteria also help categorize actions according to their effect on mitigation, adaptation, or both.


Step 5. Estimation of climate finance

Once the actions and their respective amounts have been identified and classified, the total amount of public expenditure and other sources of domestic public finance is estimated. Preliminary figures of the total domestic public expenditure are estimated by totalizing investment expenditure.

According to criteria number 1, actions with the explicit purpose of combating climate change are estimated as 100% climate change actions. Actions that were not explicitly created to combat climate change but nonetheless contribute to the reduction of emissions and vulnerability are counted separately so as to not inflate the numbers for climate actions. However, given the complexity of quantifying the exact share of the resources that contribute to combatting climate change, 100% of the finance has been classified as actions associated with climate change mitigation and/or adaptation (criteria 2-4).

Step 6. Validation of the information

In case of doubt about the accuracy of the data, a consultation process with experts of several government entities helped validate the information.

Step 7. Reporting information

After the above steps are completed, the information is uploaded into this platform. The data can be viewed in various ways and is presented based on the following variables:

Use of the resources: mitigation, adaptation, or both.
Methodological criteria: actions tagged as climate change or as actions associated with climate change
